Is there a standard SEO process?

My opinion is No. Search Engine Optimization is a war. It is an on-going war between you and your web competitors (such as web giants Amazon, Zappos, JCPenney, etc) for the top 10 positions on Search Engine Result Pages for your niche. 
 
You don't go to a war with a fixed "to do list" to win. You go to a war with a clear mission and a flexible approach based on your competitors, the landscape (Internet), the timing (trends), the people (your team & your SEO agency), the weapons (effective SEO tactics) and other factors. 

There is no such things as "a standard SEO checklist" and "a guaranteed way to win" in SEO.
